Records of the Washington State Board of Audit and Control, 1897-1901.

Consists of minutes of meetings at which decisions were made about financial, personnel, and other matters concerning the institutions; correspondence to the Commissioner of Institutions, Ernest Lister; and correspondence and agreements concerning construction, maintenance, and the purchasing of supplies for institutions. Box 1 contains the meeting minutes of the Board of Audit and Control, and letters written to Ernest Lister, the Commissioner of Institutions, in Tacoma, arranged alphabetically by the last name, title, or business name of the writer. Box 2 contains meeting minutes of the Board of Trustees for the State School for Defective Youth, more letters received by Commissioner Lister, and records of construction, maintenance, and the purchasing of supplies for individual institutions (including Western Washington Hospital for the Insane, Eastern Washington Hospital for the Insane, the State Penitentiary, and the State Soldiers' Home. Penitentiary correspondence is alphabetized by the last name of the writer and concerns everything from released convicts to fiscal issues. Hundreds of convicts worked in the penitentiary's jute mill making bags for grain out of jute, a fibrous plant which the state bought from India. Box 3 contains more correspondence concerning construction, maintenance, and the purchasing of supplies for individual institutions, from lobsters to horseshoe nails.

Ernest Lister was born in Halifax, England on June 15, 1870. His family immigrated to the United States in 1884 to be near Lister's uncle, who was Mayor of Tacoma, WA. Lister operated a foundry and woodworking shop in Tacoma and won election to the Tacoma City Council in 1894 as a Populist. Between 1871 and 1897, state institutions were supervised by the governor and boards of trustees.
